A modern and easy-to-follow stack to allow the translation of HuggingFace Safetensors into a compatible runtime for the 45 TOPS NPU on college-provided Microsoft Surface devices with the Snapdragon X Plus chipset. Combined with Qwen3.8 model of 2B, 4B, or even 9B, each device can now have a fairly capable and decent local offline AI assistant.
